So with the models and rules available for LotR/The Hobbit, you could have a White Council Warband with the following:

Saruman the White
Gandalf the Grey
Radagast the Brown
(minimum total points with no upgrades: 470)

Now, lovely as that warband is, it would need something decent to support is. The question is- what? If you were to use these three as your leader, what would you choose to bulk out the rest of a 750, 1000, 1250 etc. army?

Maybe some Ents for extra punch? I don't think the list will be viable in 500 points. :gimli:

For a 1000pt army, what about:

Warband 1
Saruman the White with Horse;
Radagast the Brown with Horse;
Gandalf the Grey with Horse;
Glorfindel, Lord of the West with Horse; Armour of Gondolin;
----
Warband 1
Aragorn - Strider with Horse; Armour;
----
Warband 1
Elladan and Elrohir with Horse;
----

Giving them horses takes up an awful lot more points... And also there's no Radagast or Grey on horse model, which would make for a fun conversion, but I really like the new on-foot Hobbit models for both (especially Radagast).

I was thinking maybe sodding a swarm and adding Treebeard and two Ents? Maybe then a couple of Woses or maybe a very small other warband?

There is a mounted model of Gandalf the Grey actually. You need the mobilty whn doing really small hero armies.

What does 'sodding' mean in that context?

Ents + mounted wizards could serve you well.

Ah yes, so there is. Not available from GW anymore though. Looks like it is out of production.

Sodding as in doing away with, ignoring, paying no mind to, not using. As in 'Sod the expense', or 'sod the law'. So ignoring the concept of large numbers and just focus on wizards and big dudes.
