No, there were few carriages and loads were send by sea and not with a cart.

Remember, it's about the roads not being paved.

@ sir richard: no, numenor was never really under thread (except from within) and they had a superior navy (unless they would move against the undying lands).

@ Dead marsh spectere. Yes the numenorians (especially in the early years) had a very strong bond with their horses and were known as exceptional horsmen.
So, they didn't pave most of roads, because the horses could move better on the grass and there wasn't much cargo traffic inland (carts and such, most of it was transported by sea).
