I think it's a quote from the books; "The nine are abroad". It might have been Radagast who says that to Gandalf. Basically, it means that the Nine (aka the Nazgul) are not in Mordor. It also implies that they are trying to accomplish a, probably significant, task. |

Nine are abroad is in reference to the Nine riders being away "from home" or, more simply in other lands and roaming. |
