Elven Cloaks:

Over 14 cm, any Archery attacks must make an In The Way roll.

When a unit with an Elven Cloak is charged, roll a dice. On a 4,5 or 6, the attack succeeds. On a 1,2 or 3, the attack fails and the attacking model stops 2cm away from the target.

If a model wearing an Elven Cloak moves into a group of trees, rocks or similar that are less than 14cm apart, the model can choose to hide amongst them, provided no model is within 6 cm. The model may remain undercover so long as it does not move, shoot or take any action. If an enemy model moves within the confines of the cover, the hidden model is revealed on the roll of a 6. The model may reveal itself at the start of the Move Phase.

I think that it should cost more then. Maybe only with a 1.

This might actually make them worth their points for warriors, but might be too powerful for heroes.

Wrt the hiding: if the model hides, but can't move, what's the point (other than not being shot at)? How about this: if an enemy model moves within 3" of the hiding place, the model is revealed. The enemy model may not charge. If the model is revealed, or chooses to reveal itself, the model's position may be adjusted by 1" in any direction from its original position. If the model reveals itself and charges they may reroll their dice in a Duel as if under a banner.

When taking a shot and hidden, roll a dice to see if you are spotted as you lean out/ over. On a 5 or 6, the model is seen, and on any other roll, the model remains hidden.

I would add that to be "hidden" the unit in the cloak must lie down, so they cannot shoot and it balances the invisibility a bit more i think
