After being defeated by the Grey Company today I was looking into how i may use their weight in bow numbers. . .then I stumbled across Hobbit Archers in Arnor. For only 4 points they are a cheap and can be used as arrow fodder. But then I spotted the Signal Horns rules and recognised that "The Ruin of Arnor" does not say the +1 courage is not cumulative, so I checked the main rulebook and again I found the same lack of detail about the rule. . .therefore is it possible that for 120 points I could have a hobbit army with 10 courage?

That could be an interesting development for a pure hobbit army.

The rules says:

If there is at least one signal horn in the battlefield, all Hobbits gain +1 courage. So it is not cumulative...

I think it's obviously not cumulative - but 'at least' doesn't make that any clearer. According to that wording it could still be cumulative so long as you have at least one horn - which you do.

However, it does say that you have +1 courage (your courage +1 on the dice roll), it does not say that you permanently increase the courage on your profile by 1 - unlike say the Royal Standard rule for might as a comparison.

Yesterday before sleeping (those exams keep me thinking all the time) I thought that Merry can have a horn too. This is the Horn of the Riddermark isn't a Signal Horn, so you can give all your Hobbits +2 courage with the Horn of the Riddermark and at least one Signal Horn :D

Gondolin, as far as I can tell...yes. There isn't any disclaimer that says that you have to use one or the other so you can have a +2 to your Courage with both of those horns.
