well, there's no special way to counter his special rule, aside from Floi, who is the solution to almost all special rules-related problems. Legolas has his Patriot Arrows to bypass the cloak of shadow, but that's it.
The rule has only a 6" range, which means that the shadow lord cannot protect everyone in his army. Basically, the bigger the army, the weaker the effect.

so the best answer is to find a good position for the archers so they can have multiple target options. After all, a bow ranges from 18" to 24", and shadow only covers 6". In a scenario where the deployment forces to scatter the troops, he could become borderline useless, if the dice aren't merciful.

Best way to use him is probably on a Fellbeast. The 60mm base means his Pall of Darkness rule covers more models. Also makes him slightly more resilient to bow fire and ringwraith hunting heroes.

If you are going against him, Galadriel is a great shout with Banish. Leggy is good, Ori surprisingly is good as on a natural 6 he does a wound from his slingshot.

simple use a wraith of your own and heroic sap will him. or maybe use a wizard to sorc blast him away. legolas can snipe him. a monster can hurl troops at him. TBH i see the shadow lord as the worse wraith. but that's just my opinion
