Hmm, they are not populair because they cost way to much (in terms of money)

Yeah, Ruffians are cheap in points but expensive money wise. Not the best combination!

I don't think Rohan is such a bad army, however they are underpowered, that's right..
But think of it, when you have cavalry, wich are pretty cheap, on a field with no hills etc. then they're pretty good IMO.
And with Grimbold's special rule they are also better when your army is broken.
Their archers are pretty good aswell, they aren't the best, but they helped me slaying a Troll before he was at my men, and the distance between the two armies wasn't so huge.
I had no cavalry, just Eomer and 7 RRG with some spear- and swordmen.
Plus Rohan has a lot of heroes, wich is also very good.
Even when underpowered I still think Rohan is a great army

I voted for Hobbits: they're kind of cool and are probably fun to paint but Strength 2 and Defence 3 sucks.

Yeah thats one of the best things about them i usally end up having like 4 heros In 750pt games with still a decent amount of models. They dont have that good heros but eomer, hama and gamling are alright(theoden is wayy underpowered for his points) and they can be fun to play with.
